missing fallback method language in Connect Designer

If a customer is using a database language that does not belong to the standard method/interface languages, then in Connect Portal English USA is used as a fallback method language.

But this does not apply for Connect Designer. That means that templates are untitled and new symbols are shown with the name of the source symbol. The same for derived modeltypes.

The fallback method language should apply for Connect Designer as well.
