Lock comments in Connect

Once the review of models in Connect is completed, there should be a way for ARIS admin to lock the comments (in particular ARIS DB) for further editing or removal. This will allow BPM author to reply on received comments and at the end the whole exchange could be kept.

This is currently not possible (SR18) - users may delete their comments even if their access is changed to 'read only' and even if there are replies to their comments, made by other users.
