created subfolder doesn't take parent folder priviledges in ADS

when user with all access creates subfolder, usually it has no priviledges at all to all groups and users(invisible). Sometimes it automaticaly grants ALL access to all groups instead of parent folder priviledge. Many folders become invisible and noone knows about it. we have run priviledges tim at the time from top folder.
