Call report via "Start governance process"-button

As-Is: We implemented a process release workflow that must be started via ARIS report and this reports calls the APG workflow after some quality checks.

Issue: The problem is that some customer use the button "Start Governance Process" instead to start the APG workflow directly without any quality checks so that issues occur in our workflow.

To-Be: It would be helpful to change the ARIS download client configuration so that the "Start Governance Process" button calls a report and we as administrator can configure the report via report guid.
