In a query you can set a target on a query item. Therefore, the list of items is showing even when the next step in the query is not true. Unfortunately, the report designer (design view) does not have this option. The report is therefore incomplete or it contains loads of duplicates as workaround.
Example: you want to analyze roles in your model. You want to check if positions are linked to those roles. In a query you can set a target on 'Roles'. Following will be the result. This is the desired outcome.

In the report designer you cannot apply a target, so Roles without a position linked will not be shown. Which results in the following: You miss the roles without positions.

In the report designer you can create a workaround, but it means that you will get duplicate rows of roles. Roles with positions linked are duplicated.
