When we designed the responsive dashboarding, we intended to avoid UI patterns which contradict responsive fundamentals. Scrollbars are an example for that.
Therefore we decided to not having scrollbars in the Rich text label. However, I also understand your particular case where it seems you still want to use rich text labels to show lengthy chunks of texts. If absolutely needed and voted on accordingly, we can rethink our approach again.
