Be able to create issues to a specific environment without having to link an issue-relevant object

In ARCM you today have the possibility to have Issue Manager for environment specific and also an issue manager for cross-environment.

But when you use multiple environments that you do not wish for issue manager (cross-environment) to administrate all environments you are locked to having to link the issue to an environment object in order to make it possible for issue managers (environment) to administrate.

I would like to see the possibility to create issues to specific environment without having to link to an issue-relevant object to restrict administration right to some extent.

Maybe a drop down to select environments when creating an issue and there also have the possibility to select cross-environment if it is an issue related to more than 1 environment.
