Issue Management: Flag Button

Further to the feedback we received from our customer regarding the ARCM system, we have identified another issue related to the flag button. Currently, the flag button only appears when the user hovers over a question. However, our clients have requested that the flag button should appear without hovering. Additionally, there should be a way for the user to unflag a question if necessary
