Add list related multi activation/deactivation of notifications

As some notifications are defined on tenant or environement level, if you want to deactivate (emai, internal) notifications on environement level so that notifications from tenant are used, you need to go one by one in each message/language to deactivate them.

It would be useful to be able to do mass changes on the list of notification to activate/deactivate those notifications.
