Add more bulk operations to the UMC usermanagement

Currently there is no easy way to edit users / user groups in bulk inside of the UMC (except for the mass deletion of users and user groups). You have to edit every single user / user group individually.

If you have to do the same tasks for a lot of users / user groups this can get very tedious and is error prone.

Add more bulk operations to the user management of the UMC so you can edit several users / user groups at once.

This should at least include:

Assigning / removing licenses to multiple users / user groups at once

Resetting passwords for multiple users at once.

Changing passwords for multiple users at once.

Changing the description for multiple users at once.

Changing the notification language for multiple users at once.

Assign / remove multiple user groups to multiple users at once.

Assign / remove function rights for multiple users / user groups at once.

Edit database access rights for multiple users / user groups at once for multiple databases.

Log off multiple users at once.
