Attribute descriptions are not visible to non admin users

We can capture attribute descriptions within the method but these descriptions aren't available to average users. Further to Inc5450025, I am told there is no way to see them outside of admin method etc.

Please implement a hover over attribute description option or something similar so these descriptionscan be useful.

Platform - windows10 (no option for this under platform drop down)
