Tenant management - online backup and restore capability

Nice to have an online tenant management backup and restore capability.

ARIS today takes the backup and provide copy upon empower request.

Create a function privilege on Tenant Management UI that would allow to access existing tenant backups. By having this privilege, customers, that are using ARIS cloud from SAG, would be able to have an account within the Tenant management without interfering with other tenants
