contribution mode - activation per tenant not per server/system

currently it is only possible to activate or deactivate "contribution mode" per server/system/installation. This is not very good for server with more than one tenant. It would be better make it available per tenant.

    Thank you for adding this idea. I am wondering what difference this would make as the user also requires the relevant access privileges on the database. Can you please explain a bit more what problem it is that you are trying to solve?
